Click-to-page-view is exchange delivery clicks that produce a first-party landing visit, divided by those clicks. It asks whether the billed click reached a page you control.
It is not CTR. CTR never asks if anyone arrived. It is not a conversion. A visit is presence. A conversion is a later event you defined.
The join has to exist. If landing instrumentation is missing, a low rate is an instrumentation gap, not automatic fraud. Supply-bench click URLs that go straight to /sb and do not mint Adprime click tokens will not fill campaign_id the way a product click token does. The visit still happened. The join key may live on a Beeswax campaign id in properties.
