The fleet spends its daily budget, then waits for the post-UTC-midnight resume. Treating "no running campaigns this afternoon" as an outage trains you to skim past the line that would reveal a real stop. The daily health check encodes this on purpose. Flagging a capped fleet as broken is how people stop reading the script.
Runway is not a verdict by itself
Prepaid runway is meaningless without reading account_auto_reload_policies.enabled in the same breath. A short runway with auto-reload armed is a non-event. The same runway with auto-reload off is a countdown to the whole portfolio pausing.
This article will not publish wallet balances. The operator judgment is the pairing: runway plus the reload flag, never runway alone.
A young fleet with no delivery is a different non-event. The health check calls that "too early to tell" for the first six hours (RAMP_GRACE_HOURS = 6), not broken. Absence of impressions at the start of a flight is not the same as a silent lifetime cap.
Three pauses that look alike and are not

- Prepaid balance actually gone, and auto-reload off. Also a real stop. Do not diagnose it from a dashboard that only shows campaign status.
The first one is the state this publication is defending. If you only remember one sentence: a fixed-daily prepaid portfolio that is paused after it spent the day is doing the job.
If you change the health check, do not turn that pause into a failure. A daily false alarm is how the one line that matters gets ignored.
The same pairing applies when you explain the portfolio to a buyer. A fixed daily budget that spent and then paused is not a broken prepaid product. A portfolio that paused because the wallet is empty and reload is off is a funding problem. A portfolio that still says running after the exchange lifetime was set to one day is a trafficking bug.
